New user fees proposed by the USDA’s Agriculture Quarantine and Inspection Service (Aphis) has aroused concerns within the US fresh produce importing industry. Pending a comment period expiring on 24 June 24, Aphis has asked to implement a new rule that allows a US$375 per fumigation treatment as well as US$375 for cold treatment fumigation – including in-transit applications – on imported fresh cargo as a condition of entry. There has been no such fee charged in the past.

“All parties involved in the supply chain of imported fresh produce requiring fumigation need to get involved and make known their opposition to these onerous new fees,” said Lynnette Keffer, president of J&K Fresh, a customs brokeragespecializing in clearance of fresh produce into the US.

“Table grapes, citrus and asparagus are just a few of the major fresh categories that come to mind that stand to be affected. Aphis must be made aware of the negative impact these fees will have on the entire fresh produce importing community – especially small businesses.”
